This week we focus on: Plan on a safe New Year’s Eve Celebrations

"SGI is reminding Saskatchewan residents that impaired driving laws are changing in the new year.  Tougher legislation was passed earlier this fall, with strengthened laws taking effect January 1, 2017.
“These changes reinforce that driving when you’ve been drinking is the wrong decision,” Minister responsible for SGI Joe Hargrave said. 

“Tougher consequences around vehicle seizures, licence suspensions and mandatory ignition interlock drive home the point that you risk not only your life but the lives of everyone else on the road when you choose to drive impaired.  Don’t risk it.  Make a New Year’s resolution to plan a sober ride – every time – so you and others get home safely.”

Changes build on laws implemented in 2014 to strengthen impaired driving legislation in Saskatchewan.

Starting January 1:
  • Experienced drivers who are charged for the first time with having a blood alcohol content (BAC) over .04 will have their vehicle seized for three days;
  • There will be zero tolerance for drugs and alcohol for all drivers 21 and under and all new drivers; and
  • Ignition interlock laws will be the strongest in Canada, with mandatory ignition interlock for drivers who register a BAC of .16 or greater or refuse to provide a breath sample (1st offence - two years; 2nd offence - five years; 3rd and subsequent offence - 10 years).
“New laws take effect at 12:01 a.m. on January 1, so make sure to plan a safe ride home from any New Year’s Eve celebrations if you plan on drinking,” Hargrave said.  “If you’re 21 or under or a new driver, remember that zero tolerance means you can’t consume any alcohol or drugs before driving.”

Safe ride options include: taking the bus with Ding in the New Year in Regina, Saskatoon, Moose Jaw and Prince Albert; Operation Red Nose in Regina, Saskatoon, Prince Albert and The Battlefords; planning for a designated driver or using a designated driving service; calling a cab, friend or family member for a ride; or, planning to spend the night.  Residents are reminded they can report suspected impaired drivers to police by calling 9-1-1.

In 2015 in Saskatchewan, there were nearly 1,200 impaired driving collisions, killing 54 people and injuring 580 others.

A new cellphone law is also in effect January 1.  To help prevent distracted driving, the cellphone law is expanding from “using” a cellphone while driving to “holding, viewing, using or manipulating” a cellphone while driving.

The following applies under both the current and new cellphone law:
  • All drivers are prohibited from using hand-held cellphones.
  • Experienced drivers can use hands-free devices, but new drivers can’t.
  • If the cellphone is mounted on the dash, clipped to the visor or in a cradle, it's considered hands-free and it’s OK for an experienced driver to use it, provided they can access the phone with one touch of a button or voice commands.

No Place like home for the Holidays! Seasons Greetings, no matter where you may roam, be it near or far, when you think about going home for the holidays or anytime, only one place comes to mind. Preeceville. I wish you a Merry Christmas; holidays that are full of joy; and a New Year that is happy, peaceful and prosperous.

The Town Office and Shop will be closed on Monday, December 26th, Tuesday, December 27th and Monday, January 2nd during the holiday season. Regular business hours will resume accordingly.

This week we focus on: Ice Safety 


"With the mild temperatures in November just a reminder for people to make sure there is sufficient ice for your safety if you plan on going onto the ice for ice fishing or other activities.

Ice thickness depends on the water body and the surrounding conditions.  Ice does not freeze at a uniform thickness and ice strength can vary considerably from one area to another.

It is important to test the ice thickness before you travel on it.  There should be at least 10 cm (4") of ice to walk on, 15 cm (6") to drive a snowmobile or ATV on, 20 cm (8") to drive a car or light truck on, and 30 cm (12") to drive a heavy truck on.

The ice thickness is a guideline; it is up to individuals to make a decision about whether to venture onto the ice.  Any activity on ice comes with a risk.

Ice thickness also cannot be the sole measure of whether it is safe to go on.  Clear, hard ice is the only ice that is recommended to travel on.

Avoid ice that is:
  • Slushy in appearance.
  • Ice that has thawed then froze again.
  • Ice near moving water.
  • Layered ice caused by sudden temperature changes.
Also, stay away from structures on ice such as pressure ridges"

This week we focus on: Snow Plow Safety

Cars run into snow plows every year, resulting in injuries and even death, so the public needs to be careful. Since 1998 there have been 77 incidents with a vehicle hitting a snow plow. So the problem  is real. Slow down, plan to leave early and check the highways hotline.

Keep an eye out for snow plow trucks, keep a safe distance and slow down in the "snow zone."

Snow zones are the mini-blizzards that form when plows move down the highway.

Rather than speed by, people are being told to be patient and let the plows do their work.

Plows will pull over to let vehicles pass every 10 kilometres.

It's also illegal to pass a plow at a speed exceeding 60 kilometres per hour.

With winter weather here, the provincial government has more than 300 plows across the province to clear snow and ice.

This week we focus on: Turn In Poachers (TIP)

Every year, the public makes more than 1,000 calls to the Ministry of Environment’s Turn In Poachers (TIP) line.

Since 2015, provincial courts have issued almost $151,000 in fines related to a variety of serious illegal hunting, fishing and environmental offences. Calls to the TIP line, or to ministry field offices, play a significant role solving these cases.
“The public’s assistance in solving crimes related to the protection and preservation of our natural resources has been invaluable,” Environment Minister Scott Moe said. ”The 24 hour anonymous TIP line allows the public to report resource-related criminal activity as it is happening, or provide crucial information to help ministry conservation officers solve these cases.”

Callers whose information leads to a conviction can receive rewards of up to $2,000 through the SASKTIP Rewards Program.

“Saskatchewan residents should know that TIP is available for calls about environmental polluters and illegal dumping in addition to poaching,” Moe said. “Our conservation officers provide thousands of warnings each year to help educate the public on a range of environmental issues.”

If you suspect wildlife, fisheries, forestry or environmental violations, please call your local Ministry of Environment office, Saskatchewan’s toll-free Turn In Poachers line at 1-800-667-7561 or #5555 for SaskTel cellular subscribers. Violations can also be reported online at 
www.saskatchewan.ca/tip.
Ministry of Environment approximate annual enforcement statistics averaged over five years (includes environmental, wildlife, fisheries, and forestry related violations):

  • 1,200 prosecutions per year
  • 2,100 written warnings per year
  • 3,500 verbal warnings per year
Contact our 24-hour, seven day a week TIP service if you notice any fishing, wildlife or environmental resource violations.
  • Anyone is eligible to report.
  • All calls and submissions are confidential – you do not have to give your name. 
  • Those who provide information leading to a conviction could be eligible for a reward of up to $2,000.

Report any suspicious activity such as:
  • Trafficking in fish or wildlife
  • Fish being caught in closed spawning areas, with illegal nets, fish traps or snares
  • Wasting game
  • Burning copper wire
  • Unauthorized removal of aquatic plants or beach construction that could destroy fisheries habitat
  • Hunting in closed areas
  • Fish being sold by commercial fishermen without valid licences
  • Dumping of toxic materials on land or in water
  • Hunting at night with lights
  • Illegal forest harvesting
  • Unsafe hunting or fishing practices
  • Dumping tires
Provide the information below, if possible:
  • Licence plate of the suspect vehicle/boat
  • Date/time/location of the offence
  • Whether it is ongoing or not
  • Description of the violation
  • Description of the violators
  • Description of the vehicle
  • Photos or video of the offence or the offender

This week we focus on: New Official Community Plan and Zoning Bylaw Project
 
​"Last Night the Town of Preeceville met with and engaged Mr. Tim Cheesman M.C.I.P. and his planning team to prepare our new plan and Zoning Bylaw. 

We are initiating and holding a planning review to adopt a Official Community Plan and Zoning Bylaw to better Manage development within our community.

So the planning team will be holding public open house meetings over the next few months and they need your input into what types of development or redevelopment is needed. We are asking for your help"

Watch for updates from our town office in the new year.

Also the town has planned out its X-mas party and we talked about safety and put into action a plan to get everyone home safety this year. Question? does your function have a plan? You ready do need one.

This week we focus on: Bullying Awareness Week
 
​"The Government of Saskatchewan has proclaimed November 13–19, 2016, as Bullying Awareness Week in Saskatchewan. Since 2003, Bullying Awareness Week has been held annually across Canada as a way to encourage youth to speak out against bullying in their schools and communities. This year’s theme is “Stand Up! (to bullying).”

There is simply no place for bullying in our schools or our communities,” Deputy Premier and Education Minister Don Morgan said. “I encourage all young people who experience or witness bullying to talk to a trusted adult, report it anonymously through the province’s student online bullying reporting tool or call Kids Help Phone or Saskatchewan Health Line 811. It’s up to each of us to do our part to prevent bullying, so please speak up.”
The Ministry of Education and SaskTel work together through I Am Stronger to stop bullying and cyberbullying. On http://iamstronger.ca/, students will find information on how they can get help, report bullying online from a smartphone, tablet or computer and promote positive change in their schools and communities.

The website also offers resources about bullying for youth, families and educators.

“Since launching the I Am Stronger program in 2014, 30 grants totalling more than $28,000 have been awarded,” SaskTel Vice President of Human Resources and Corporate Services Doug Burnett said. “It is very important to us as an organization that we assist in building awareness of the negative effects of bullying in our communities, provide resources to educate our youth, and empower them to turn their ideas into actions that positively influence social change in our schools, communities and online.”

In 2013, the Government of Saskatchewan released Saskatchewan's Action Plan to Address Bullying and Cyberbullying based on thoughts about the effects of bullying shared by more than 1,000 students, teachers, parents and community members.

Since its release, the Ministry of Education has responded to the recommendations in the Action Plan in a number of ways, including:

  • an anonymous smartphone-friendly online reporting tool;
  • Digital Citizenship Education in Saskatchewan Schools – a resource to help teachers and administrators educate students on safe and appropriate online practices as well as how to deal with cyberbullying;
  • Deepening the Discussion: Gender and Sexual Diversity - a professional resource to help educators develop a better understanding of gender and sexual diversity; and
  • partnering with SaskTel’s I Am Stronger campaign to provide grants of up to $1,000 for youth-led initiatives to address bullying or cyberbullying.

This week we focus on: Taking action to combat impaired driving in our communities

"Government is taking action against impaired driving through effective legislation, more tools for law enforcement, and doing more to build awareness.

“Drinking and driving has taken far too many lives in this province and people need to get the message that it is never acceptable, period,” Minister responsible for Saskatchewan Government Insurance Joe Hargrave said.  “Our government is committed to reducing the number of lives lost and people injured due to impaired driving.”

Saskatchewan has the highest rate, per capita, of impaired driving fatalities in Canada.  In 2015* in Saskatchewan, there were nearly 1,200 impaired driving collisions, killing 53 people and injuring 578 others.

Amendments to The Traffic Safety Act will be introduced this fall to:
  • Add a three-day vehicle seizure for experienced drivers who are charged for the first time with having a blood alcohol content (BAC) over .04;
  • Apply zero tolerance for drugs and alcohol to drivers 21 and under; and
  • Strengthen ignition interlock laws to be the most effective in Canada, by extending mandatory ignition interlock to drivers who register a BAC over .16 or refuse to provide a breath sample (1st offence - two years; 2nd offence - five years; 3rd and subsequent offence - 10 years).
“These amendments build on changes the province made in 2014 to strengthen impaired driving laws,” Justice Minister and Attorney General Gordon Wyant said.  “Once passed, Saskatchewan will join Alberta and British Columbia in having some of the most effective impaired driving legislation in Canada.  Our government also continues to explore other avenues to bring down the number of impaired driving deaths and injuries in the province, including closer examination of the full B.C. model.”

If approved, changes will take effect January 1, 2017.

“We support these changes,” MADD Canada CEO Andrew Murie said.  “MADD is happy to see Saskatchewan strengthening consequences for people who continue to drive impaired.  Alberta and B.C. experienced significant decreases in impaired driving fatalities after implementing vehicle seizures for low BAC drivers.  We’re confident this measure will also save lives in Saskatchewan.”

Government is also further supporting law enforcement efforts through more tools and funding.

SGI will invest $800,000 in 32 more Automated Licence Plate Readers (ALPRs) to help police catch disqualified drivers.  This brings the total to 47 ALPRs, enough to equip all vehicles in the Combined Traffic Services Saskatchewan pilot.  This pilot dedicates 60 officers to traffic safety enforcement, targeting problematic roadways and intersections in the central and southeast regions of the province, with a focus on impaired driving, distracted driving and speeding.
SGI is also providing $500,000 for law enforcement to increase check stops targeting impaired driving.

“We know that if drivers perceive their risk of being caught impaired as being higher, they’re more likely to change their behaviour,” Hargrave said.  “Having police checking drivers is a way to do that.  Knowing there will be more police check stops provides that extra motivation for people to plan a safe and sober ride ahead of time.”

“I have watched this process unfold, and I can say that government was very serious about making sound and impactful change,” active advocate against drinking and driving Allan Kerpan, whose daughter was killed by a drunk driver in 2014 said.  “With this game changing legislation, the government can take great credit in knowing they are saving lives in Saskatchewan.”

SGI is also supporting drivers in changing behaviour by raising awareness of impaired driving consequences through multi-media advertising campaigns and social media channels.  Campaigns are underway now and will continue into 2017 and beyond.

To combat distracted driving, and in response to recommendations from law enforcement, government is also strengthening cellphone legislation by changing the offence to “holding, viewing, using or manipulating” a mobile device while driving, instead of the current “using” a mobile device.

“While The Traffic Safety Act is open to strengthen impaired driving consequences, it made sense to make this change to cellphone legislation at the same time,” Hargrave said.  “We need to make it clear to drivers that using a cellphone while driving is not acceptable – the distraction simply isn’t worth the risk.”

​SGI and Saskatchewan law enforcement focused on school zone safety last month. Police issued a total of 6891 tickets related to school zones2, including:

  • 6781 tickets for speeding;
  • 2 tickets for drivers failing to yield to pedestrians in an intersection or crosswalk;
  • 4 tickets to pedestrians walking into the path of a vehicle;
  • 5 tickets for drivers not obeying school bus safety lights.

In addition, there were 6,0931 other offences committed throughout September, resulting in:

  • 240 impaired-driving related offences;
  • 414 tickets for distracted driving (294 of those for using a cellphone while driving);
  • 446 tickets for inappropriate or no seatbelt/child safety seat;
  • 517 tickets for failing to obey a stop sign or red light;
  • 4,476 speeding tickets.

STEP Results

Law enforcement from around the province held a two-day Selective Traffic Enforcement Program (STEP) in Moose Jaw on Sept. 14 and 15. Police were enforcing all traffic violations but were especially focused on impaired driving, speeding, distracted driving/cellphone use and seatbelt safety.

Police issued tickets for the following offences:

  • 1 impaired driving-related offence;
  • 19 tickets for using a cellphone while driving;
  • 36 speeding tickets.

Car seat technicians also checked 129 seatbelts/child safety seats and police issued 72 tickets for inappropriate or no seatbelt/child safety seat, and gave away seven child safety seats as encouragement to always buckle up children properly.

SGI reminds motorists that police are paying special attention to impaired driving throughout October, as well as distracted driving, speeding and seatbelt use.

Good Afternoon everyone;
On behalf of myself, The Town administration and council I want to welcome you all today and thank you for coming here to not only meet our new Doctors but also to welcome them into our communities. It goes to show that with hard work and determination anything can be accomplished.

I want to say Thank You to all of you for showing that there is nothing that cannot be accomplished if we all work together towards a common goal.

 I would like to acknowledge the members of the Sunrise Health Board that are here in attendance and thank them for coming out. I would also like to acknowledge the Preeceville and District Health Action Committee for hosting this event today. Your efforts have not gone unnoticed and we appreciate everything you have done for our communities.

This week we focus on: Calling all teens – spread the word on safe driving and win

October 16 to 22 proclaimed National Teen Driver Safety Week
As a teen driver and a winner of last year’s National Teen Driver Safety Week contest, Maidstone’s Mackenzie Durocher knows the importance of making smart and safe decisions behind the wheel.
“Teens need to realize that they’re not the only ones affected by their unsafe driving, and more importantly, they need to realize that things do go wrong and it can happen to them,” said Durocher, 17. “As new drivers we’re all still learning, and having distractions like our phones, impairments like alcohol, or taking risks by speeding or not wearing a seatbelt – these all create a recipe for disaster.”

Organized by Parachute Canada, a national injury prevention organization, National Teen Driver Safety Week runs the week of October 16 to 22. The promotional week aims to help teens put the brakes on dangerous driving and encourages teens like Durocher to share the important message of teen driver safety.

In support of the week, SGI is holding a social media contest to promote teen road safety and help teens #GetHomeSafeSK. Between October 9 to 22, teens aged 15 to 19 can like SGI’s ad or post on either Facebook or Instagram and tag two friends for a chance to win one of six $250 VISA gift card prizes.

“I keep photographs of my loved ones stuck to the console of my car, and so do all of my friends,” said Durocher. “When I step into my car in a rush, ready to back out without my seatbelt, or when I feel impatient and consider speeding, a quick glance at my loved ones’ photos reminds me that safety is always more important than whether or not I’m five minutes late.”

In Durocher’s experience, teen drivers seem to have a sense of invincibility and tend to take more risks behind the wheel. The reality is, these risks can come with a lifetime of consequences. Teen drivers have high fatality, injury and collision rates. In 20151, 13 teens were killed and 592 were injured on Saskatchewan roads when a teen driver was behind the wheel.

“When I see how many young people die every year due to impaired and distracted driving, it makes me angry,” said Durocher. “As young people, and as young drivers, we have a responsibility to look out for each other, and ensure we’re making the best decisions we can when it comes to road safety.”

This week we focus on: #DriveSober Saskatchewan: SGI and Police Focus on Impaired Driving

"With the recent tragedies in the province, SGI and Saskatchewan law enforcement are putting additional focus on impaired driving,” Minister responsible for SGI Joe Hargrave said. “Too many people are needlessly killed or injured due to impaired driving and it has to stop. Don’t risk your life or the lives of others. Always plan a safe ride home.”

Throughout the month, police across the province will be watching for drivers under the influence of alcohol or drugs. Police will also be watching for distracted drivers, as well as other unsafe driving behaviors such as speeding and failing to wear a seatbelt. SGI will also be raising awareness of the dangers of impaired driving through advertising and social media promotion.

Preliminary numbers for 2015 show 53 people were killed and 562 others were injured in Saskatchewan in crashes related to impaired driving. In 2015, 44% of traffic fatalities in the province involved alcohol or drug use.

Follow these tips to help keep our roads free of impaired drivers:
Plan a safe ride home before you start drinking and your judgment is impaired
Know the laws. Consequences for impaired driving begin at a blood alcohol content of 0 for new drivers and .04 for experienced drivers.
Don’t let your friends or family drive impaired. Take away their keys, offer to call them a cab or safe ride service, or let them stay the night.
Volunteer to be the designated driver. Take turns with your friends or coworkers.
Don’t get into a vehicle with someone you know has been drinking or using drugs.
Call 911 to report suspected impaired drivers to police.

“You may think it could never happen to you, or you only had a few drinks and you feel fine, or you’re a good driver and won’t crash,” Hargrave said. “But the reality is, it can happen to you. Think about other people on the road and the loved ones they want to get home to. Impaired driving isn’t worth the risk. The only true safe blood alcohol content while driving is zero.”

Consequences for impaired driving in Saskatchewan are serious and include immediate roadside license suspensions and vehicle seizures, mandatory ignition interlock in some cases, education requirements such as completing a Driving Without Impairment course, fines and even jail time.
