Preeceville looks at a Code of Conduct draft


 Preeceville's Code of Conduct


"I am committed to having our citizens understand our new town code of conduct and why it's important in everything we do in our day to day lives. Our strength as a community is how we provide for our seniors and how we teach our youth balanced with quality of life for the rest of our population. My commitment is to use all of our resources to the maximum in this ever changing world. Our residents should have adequate, transparent and meaningful input into local government and all it's planning. Our residents expect all people and organisations to be honest and fair in their dealings within the town and this applies to any and all clients or customers. Our residents expect its Mayor, Councillors and managers to lead by example. I think we could attain this and become the benchmark for all rural and remote Saskatchewan” Mayor Harris

Our community is made up of families, business owners, working professionals and volunteers. Each with it's own set of strengths, each with it's own set of rules, few that everyone follow. Here we have a draft code that we ask people to adhere to when you are living, doing business or visiting our community.

We are a respectful community.

We are careful in the words that we use.

We are kind to others.

Harassment is not covered by The Saskatchewan Human Rights Code because it is not
connected to one of the prohibited grounds of discrimination. However, this policy also
prohibits the kind of personal harassment prohibited by The Occupational Health and
Safety Act, 1993:" “forms of personal harassment with respect to any matter or circumstance
arising out of the worker’s employment, which includes bullying and abuse
of power.” Saskatchewan Occupational Health and Safety Act, 1993.

WHEREAS, pursuant to Section 8(1) of The Municipalities Act as amended, a Council may pass Bylaws respecting the safety, health and welfare of people and the protection of people and property and respecting people, activities and things in or near public places.
BYLAW TITLE
1. This Bylaw shall be known as the “Anti-Bullying” bylaw.

DEFINITIONS
1. “Bullied” means the repeated or habitual harassment of others by the real or threatened infliction of physical violence and attacks, racially, ethnic, gender or sexual orientation based abuse, taunts, name calling and put-downs that are verbal, written or electronically transmitted, or emotional abuse, extortion or stealing of money and possessions and social out-casting.
2. “Minor” means an individual less than 18 years of age.
3. “Peace Officer” means a member of the Royal Canadian Mounted Police, or a Special Constable appointed by the municipality.
4. “Public Place” means any place, including privately owned or leased property, to which the public reasonably has or is permitted to have access, whether on payment or otherwise, within the corporate limits of the Town, including schools, recreational facilities, and public parks and sports grounds.

ENFORCEMENT
1. No person shall, in any public place:
a) Communicate either directly or indirectly with any person in a way that causes the person, reasonably in all the circumstances, to feel bullied.
b) While not taking part in any action described in Part 3, Section 1 (a) encourage or cheer on any person described in Part 3, Section 1 (a).
2. Any person who contravenes Part 3, Section 1(a) of this Bylaw is guilty of an offence punishable on summary conviction and is liable.
a) For a first offence, to a minimum specified penalty of $000.00; and
b) For second, or subsequent offences, to a fine not exceeding $0,000.00; and in default of payment of the fine and costs, to imprisonment for six months.
3. Any person who contravenes Part 3, Section 1(b) of this Bylaw is guilty of an
offence punishable on summary conviction and is liable
a) For a first offence, to a minimum specified penalty of $000.00; and
b) For second, or subsequent offences, to a fine not exceeding $000.00; and in
default of payment of the fine and costs, to imprisonment for six months.
4. If an Offence Notification Ticket is issued in respect of an offence, the Offence
Notification Ticket may:
a) Specify the fine amount established by this Bylaw for the offence; or
b) Require a person to appear in Court without the alternative of making a
voluntary payment.
5. A person who commits an offence, may:
a) If an Offence Notification Ticket is issued in respect of the offence; and
b) If the Offence Notification Ticket specifies the fine amount established by
the Bylaw for the offence
Make a voluntary payment equal to the specified fine by delivering the Offence
Notification Ticket and the specified fine to the Provincial Court Office
specified on the Offence Notification Ticket.

ENACTMENT
1. This bylaw shall come into effect on .

Our Works department has a number of fall projects on the go. They have all this seasons pavement patched, traffic lines all painted, repairs to our storm drains and manholes done and fall hauling of reject gravel and crushed rock done. A Water project to see which type of system to upgrade to in underway. (Nano Filtration Pilot) Ongoing view of our lift station after this seasons rainfall. Ongoing replacement of our fire Hydrants, upgrades to some of our culverts and upgrading a ball diamond for shale.

Two grants have been awarded in the community so far this year from the EDC. One to the Ski Club to upgrade their trails North of Town. Another one to the Preeceville School for Winter Recreation. Check out our EDC Plan for Recreation @ http://www.townofpreeceville.ca/default.aspx?page=65&cid=6

Preeceville wants and needs more recreation. If you have an idea, send us a proposal and you could see your idea come to life with up to $2000.00 in funding. The Preeceville EDC is waiting to hear from you. Deadline is the EDC meeting each month in 2014 so get your proposal to us today.

Preeceville School Community Council  - Call for Volunteers

Dear Sir/Madam;

 
The Preeceville School has a great new project called the Breakfast Café. The Breakfast Café allows students, who were unable for whatever reason to have breakfast before coming to school, to have something sustainable to eat before going to class. The Breakfast Café is free of charge to any student who needs to utilize it and has proven to be very popular.
 
With your monetary donations this pilot project is a permanent reality for the students of the Preeceville School. Now we are in need of volunteers to help out each school day. The program starts at 8:30am each school day and ends with clean up about 9:15am.  If you can provide a volunteer service that would be wonderful and one shift pre month would be very important to the success of this project.

 It’s also a great way to visit our school and see all the smiling faces as they arrive each morning. See why we are so proud of our K to 12 School. ”Serving Students First"

Questions make everyone qualify their decisions however, sometimes, even with the best of intentions,we make the wrong ones. Consensus oriented decisions takes a lot of work bringing all the facts to the table. Just what is the perfect combination of investments into our growth and the amount our citizens paid in taxes?
