This week we focus on:  The Best population of a thousand on the planet


Started with the Mayor doing his homework. Reading and digging for information about running our community better. I came across many stats about what country does the best job or where is the best place to live in the world. I found that if Canada was not at the top, Saskatchewan and/or Preeceville was at the top when you broke it down.

Things I found were true ten years ago and more so today. 

Checked the numbers and  facts again. 

And based on a few keys things we do every well. 

 Like our Values: 

How we treat our seniors, how we teach our youth and quality of life for everyone else.  

 And our mission statement:

Friendly welcoming safe community. 

 Add that to the fact we are located in Saskatchewan. We are very proud of that.  

 Also within the country of Canada that is turning 150 this year.

 I have to Proclaim that Preeceville is

 Our summer flower the tiger lily is out and the second one I found had three heads, that means great weather ahead. Crops are all looking good in the area. Town folk are busy planning our summer events. Kids out of school for the summer. 

 Time to enjoy Canada Day and proudly show your citizenship by taking our flag, take a few photos and share them on your social media feeds. #taketheflag

In its beginning, in the 19th - 20th century, it involved a municipal effort to invite former residents of a village, town, or city - usually individuals who grew up in the municipality as children and moved elsewhere in adulthood - to visit the Old Home, the parental household and home town.

Our idea is to have events around one week each summer so our former residents and guests can be as busy as they please while checking out what's new in town.

Last month, SGI released its hard-hitting, emotional awareness campaign targeting impaired driving, and the results of May’s traffic safety spotlight are another reminder of why s​uch campaigns are needed.

May’s traffic safety spotlight focused on impaired driving. During the month, police reported 324 impaired-driving related offences, including: 
  • 280 Criminal Code charges such as blood alcohol concentration (BAC) exceeding .08, impaired driving or refusing a breath test.
  • 44 roadside suspensions (includes new drivers with a BAC ranging from .00 to .08 and experienced drivers with a BAC ranging from .04 to .08).

SGI reminds drivers that impaired driving remains the leading cause of traffic fatalities on Saskatchewan roads. It’s 100 per cent preventable and – with the tougher new legislation introduced in Saskatchewan at the beginning of the year – 100 per cent not worth the risk. 
 
That new legislation includes a three-day vehicle seizure for experienced drivers with a BAC over .04, zero tolerance for drugs and alcohol for drivers 21 and under, and the strongest ignition interlock laws in all of Canada.
If drugs and alcohol consumption increase with summer temperatures, remember to always plan a safe ride home after patio drinks, a day at the lake and other summer activities. Remember, if you drink, don’t drive and if you drive, don’t drink.
 
The other notable result coming out of the May traffic safety spotlight was a significant uptick in speeding and aggressive driving offences (6,159) reported by police. That is the highest number of speeding tickets reported via a traffic safety spotlight since October 2015.

Other results from the May spotlight included 364 distracted driving offences (251 of those for cellphone use) and 469 seatbelt, car seat or booster seat violations throughout the month.*

#PracticeUp Saskatchewan – police continue to focus on new driver safety for the month of June. Results from that traffic safety spotlight will be available in the third week of July.

So plan ahead and have a safe summer!

#PracticeUp Saskatchewan: New drivers are the traffic safety spotlight for June

"SGI and Saskatchewan law enforcement will be focusing on new drivers and motorcycle riders throughout June. Police will be watching for new drivers and riders disobeying the restrictions under their respective Graduated Driver’s Licence (GDL) program.
"New drivers and riders have a lot to learn, so we encourage them to know what restrictions apply to them, take advantage of the courses offered and practice as much as possible to become a safe driver," said Earl Cameron, Executive Vice-President of the Auto Fund.

"One of the most important things for new drivers and riders to know is that there is absolutely zero tolerance for alcohol or drugs before driving. As they are still learning to drive, we want new drivers to be one hundred per cent focused on the task at hand."

Between 2011 and 2015, drivers 19 years of age and younger represented seven per cent of Saskatchewan's driving population, yet were involved in 11 per cent of all collisions. Young drivers also represented 10 per cent of drivers killed and 12 per cent of drivers seriously injured in a motor vehicle collision.

Here are some tips to keep in mind.
New Drivers
Take training – New drivers must take one of two training courses before attempting a Class 5 road test. High school students age 15 and up can take an SGI-sponsored program for free through their school division. Alternatively, those 16 and over can pay for a course offered by a certified driving educator.
Earn your privileges – The GDL program is designed to improve road safety by exposing new drivers of any age to incremental levels of risk as they gain more experience. There are three stages in the program: Learner (9 months), Novice 1 (6 months) and Novice 2 (12 months).
Know your restrictions – There are requirements for a supervising driver, limits on how many passengers you can have, hours you can drive, and other considerations. These restrictions are loosened as drivers advance through the stages of the GDL program.
New Riders
Take training – Motorcycle training is highly recommended and makes financial sense. New riders entering the Motorcycle GDL program who do not pass a certified motorcycle safety course pay a $500 surcharge on their licence as they enter each stage. But if they pass a course, that surcharge is waived – plus, if they graduate incident-free, they receive a $450 rebate, which is roughly the cost of the course.
Earn your privileges – The Motorcycle GDL program for new motorcyclists has the same Learner, Novice and Novice 2 stages.
Know your restrictions –There are restrictions when it comes to passengers and time of day when riding is allowed. There are also specific requirements for wearing protective gear and displaying an 'L' or 'N' placard on the licence plate indicating learner or novice rider.
Tough Consequences
For both GDL programs, depending on the incident, the result could be a ticket, loss of licence and/or loss of points under the Safe Driver Recognition (SDR) program. Generally speaking, the consequences of failing to comply with a licence endorsement/restrictions result in a fine of $150 and three demerits.
For both GDL programs, there is a zero alcohol/drug tolerance level for new drivers, as well as any driver/rider (new or experienced) age 21 and under. First-time offenders will lose their licence for 60 days, lose four points under SDR and have the vehicle seized and impounded for three days, plus pay for towing, storage, and a DWI course.
New drivers and riders are not allowed to use any type of cellphone while driving – neither hand-held nor hands-free. The fine is $280 and four demerit points. New drivers/riders caught using their cellphone while driving (distracted driving) for the second time within one year will have the vehicle they are driving seized for seven days.

Rules to live by
Practice, practice, practice! And practice exactly the way you were taught by your certified instructor.
If you're going to drink, don't drive. If you're going to drive, don't drink.
Know and follow all restrictions outlined on your licence.
Gradually expose yourself to different weather conditions and times of day.

"An all-terrain vehicle (ATV) is designed for use on unprepared surfaces such as dirt, grass or gravel. Examples of ATVs include mini-bikes, dirt bikes and all-terrain cycles. Golf carts and snowmobiles are not considered ATVs.

The All Terrain Vehicles Act does not regulate the operation of ATVs on private land owned or occupied by the operator or a member of the operator's immediate family.

Driving age:

You must be 16 years of age and hold a valid driver's licence to operate an ATV in any public area.

Youth between the ages of 12 and 15 can operate an ATV in public areas and may cross roads - but cannot drive on roads - if they have passed an approved ATV training course, or if they are supervised by someone who has held a driver's licence continuously for the preceding 365 days.

Training courses:

A safety course is a good idea for any new rider or an experienced rider who wants to refresh their skills. There are ATV instructors all over Saskatchewan"

Rules:

"When operating ATVs in public areas:
keep to the right when approaching other vehicles
pass other vehicles on the left
signal turns when required
stop for police
yield to vehicles on your right and pedestrians
maintain a safe following distance
drive with due care and attention
drive with consideration for other people
maintain at least a 2-metre distance from the edge of the road
travel in the same direction as traffic when driving at night"

Before crossing a road:
bring the ATV to a complete stop
all passengers must dismount the ATV
yield to all other vehicles and pedestrians then, cross by the most direct route
Unsafe practices

When operating an ATV, do not:
drive at an unsafe speed or over the speed limit (maximum 80 km/h)
drive in highway medians which are less than 50 metres in width
drive at night if the headlight and rear lights are not working
disturb, injure or kill wildlife
drive animals or birds towards hunters
Criminal Code offences

"It is illegal to operate an ATV while you are impaired, even on private property. Not only is it illegal, but also very dangerous for you, your passengers and other riders.

Operating an ATV in a manner dangerous to the public or failing to remain at the scene of a collision (hit and run) is also illegal"


Where to ride:

"You can drive an ATV on Crown land, including highway right of ways.
You can only drive an ATV on the travelled portion of a road or street, in the following circumstances:

On a road or street authorized by a local bylaw.
On a road or street authorized by the Highway Traffic Board (HTB).
When crossing a road or bridge (unless prohibited by local bylaw or the HTB).

To drive an ATV on private land, you need the permission of the owner or occupant.

Exceptions Both the HTB and your local municipality may prohibit the operation of ATVs on:

untravelled portions of highways (for example, ditches or medians)
Crown land
private or municipal land Look for signs indicating permission, prohibition or restriction, or contact your local municipality"

Insurance:

Although an ATV cannot be registered, it must be insured with a $200,000 liability policy before it can be operated in public areas.
When operating an ATV in public areas, you must produce proof of insurance if requested. Both the owner and the operator of the ATV are liable for any loss, damage or injury incurred when operating the vehicle.

If a collision occurs:

remain at the scene or return immediately after notifying authorities
provide all reasonable assistance
notify the property owners of any damage
inform property owners, in writing, of the names of the ATV owner and operator
submit a written report if there is an injury or death Contact your local insurance broker to discuss your insurance options.

- June 23rd - The Children’s Summer Solstice will be from 1pm – 8pm at Annie Laurie Lake.  Some of the activities will include the rock climbing wall and human soccer balls from 4pm – 7pm, giant slip and slid, bouncers and many more activities. Free hot dogs and juice provided at 5pm.
- Old Home Week is a practice that originated in the New England region of the United States, similar to a holiday or festival. In its beginning, in the 19th - 20th century, it involved a municipal effort to invite former residents of a village, town, or city - usually individuals who grew up in the municipality as children and moved elsewhere in adulthood - to visit the Old Home, the parental household and home town.

Our idea is to have events around one week each summer so our former residents and guests can be as busy as they please while checking out what's new in town.

This week we focus on:  Saskatchewan Tourism Week 2017

The Government of Saskatchewan is proclaiming May 28 to June 3 as Saskatchewan Tourism Week.
 
"The week is part of a broader national initiative called Tourism Week in Canada, which brings attention to the impact of the country’s tourism sector and the economic opportunities available through travel and tourism. Saskatchewan Tourism Week highlights the importance of tourism in this province.

The industry is a significant contributor to the Saskatchewan economy in the following ways:
   • Annually, tourism generates more than $2.15 billion in travel expenditures;
   • Nearly 65,000 residents are employed in tourism or tourism-related jobs;
   • In 2015, more than 12.2 million visits were made to and within the province; and
   • Saskatchewan’s tourism sector is 95 per cent small- or medium-sized businesses.

“Saskatchewan Tourism Week is an occasion to acknowledge a sector that is vital to a strong economy and makes our province a great place to live, work and visit,” Minister Responsible for Tourism Saskatchewan Jeremy Harrison said. “At the heart of our tourism industry are proud, hard-working people. This special week pays tribute to their efforts.”

“Tourism Saskatchewan’s mission involves connecting people with quality Saskatchewan experiences,” Tourism Saskatchewan CEO Mary Taylor-Ash said. “We fulfil this through compelling campaigns that target our strongest markets, and by engaging in strategic partnerships that help spread the word about the remarkable travel experiences Saskatchewan offers.”

In 2015, Tourism Saskatchewan unveiled a new tourism brand for the province. The brand captures the essence of the province and reflects the qualities that are unique and memorable, and make Saskatchewan distinct from other destinations.

“Saskatchewan communities, urban and rural, sparkle with unique energy and hospitality, and provide visitors with authentic, welcoming experiences and wonderful travel memories,” Taylor-Ash added. “Saskatchewan Tourism Week encourages citizens to explore the attractions in your community, venture out and make new discoveries in neighbouring towns, or enjoy the vibrancy of our cities.”

Saskatchewan Tourism Week celebrations are planned throughout the province and include public barbeques, community tours, flag-raising ceremonies, open houses, as well as contests and promotions"

- June 1st - Today -  In partnership with SaskEnergy, the Preeceville and district health action committee will be holding a BBQ burger and hotdog sale on 7th St NE (the street in front of the hospital) on  from 11am-2pm. Cost is $5 for burger and pop and $4 for hotdog and pop.
Proceeds to health care initiatives in our community.
