 Canada's 1967 Centennial Celebrations and a Special Volunteer needed

-  In 1967 we were 100 years old as a nation. To plan our 2017 events and celebrations we need first to look at the past. So where were you in 1967? Do you have any 1967 photos or artifacts you would like to share? Remember any stories about our town? What we did to celebrate? What events were held? What did other towns do?
- So learning about the past will help lead us forward to our 2017 Celebrations. Tell us what you think. We would love to hear from you.

- 2015 Parkland Music Festival, March 8 - 14, 2015 Preeceville and Sturgis. Entry deadline January 25, 2015. Contact Anna 547-4645 or Jerry 547-3227 if interested in helping

- Preeceville Figure Skating Club Carnival "Don't Bug Me", on March 20 at 7:00 pm. Admission $5/adult, $3/kids. Dessert and refreshments included.

- Kelsey Ecological Society presents "Snowdrift River" slide show presented by Kathleen and Michael Pitt on Sunday, March 22, 2:00 pm at Club 60. Everyone welcome.

Will be held Saturday May 30th, 2015.

8:00 am - Pancake Breakfast - Preeceville Volunteer Fire Dept.
11:00 am - Hot Dogs & Pie at Preeceville Club 60

More Winter fun in Preeceville, Sturgis, Endeavour and area

Whether you want a Sunday afternoon wiener roast with the family or a more challenging ride, our snowmobile trails, mixed in with rolling hills, river valleys and ample snow, can provide for all. A trek to the famous Ushta warm-up shelter or one of the neighboring towns with great hospitality and accommodations will prove to be a rewarding time for all. An especially exhilarating experience occurs when there is a fresh snowfall, you can push fresh tracks for miles on end in seclusion. The trees are laden with snow and gives a sense of freedom, not to mention the possibility of seeing moose, elk, deer, rabbits, winter birds and many other wild friends that we share other trails with.So if you looking for a great sledding area, great towns and villages, great scenery and great people, Preeceville, Sturgis and Endeavour are the places to be. Hope to see you on the trails.

- The Sunday, Feb 22nd starting at 11:00am the Rough Rider Snowmobile Club is holding a Family Fun Day at the Hinchcliffe Warm Up Shelter which is located 14 km north of Preeceville on the snowmobile trail. Hot dogs and hot chocolate will be provided by the club. Riders will be entered to win 1 of 4 family local dining gift certificates. There will be door prizes for school aged children, 1 for elementary ages and 1 for high school aged children. Come out and enjoy the trails and meet the members for a fun filled day. · Inexpensive to install a disc golf course with low maintenance costs.
· Benefits to the Beach Area which already has trails, parking and washrooms.
·  Low impact exercises for all age groups and would attracted players from the surrounding areas.
·  The courses would be environmentally friendly and work into our green spaces planning.
·    The area’s varied terrain would offer obstacles and challenges making for a winning designed course.

Preeceville Snow Removal

Snow Removal

”Priority One will be emergency routes and our main arterial roads namely access to the hospital, care homes and school. These streets and Main Street down town are cleared before the start of morning traffic. Next come streets with low traffic and sidewalks based on that snowfall’s challenges relating to staffing and equipment drivers. Our primary responsibility is to keep roads passable so that vehicles can drive with safety. The next morning the remaining streets are divided into different priorities again on the basis of traffic volumes, grade of hills, parking around the school, access to businesses, and then low-volume streets. By the end of the third day after an average snowfall all streets and alleys should be clear. Alleys may have a secondary safety priority for garage pickup staff Monday mornings. After a snowfall help us clean efficiently and fast by not parking on the street until it is done. Roads and sidewalks that are very icy should be reported to the Town online or by calling 306-547-2810.” Mayor Harris

    ”Preeceville has seen a strong housing sale over the past number of years with new homes starts higher than the past 25 years.  Plans for new residential and commercial lots are ongoing and will be brought on line as needed.  With up to 40 residential lots needed over the next ten years we are currently doing a number of utility studies to meet our current capacity and future needs as well.  We are hoping for matching Provincial and Federal dollars under the Building Canada Program for a Water Utility Project of $1.5 million with a full review on our waste water system which may run up to an additional $3 million to update over the next ten years.  Our Community Plan will continue to look into the future for all our services for the town. Half way through our 4 year mandate we on track with most projects in our five-year capital plan which we have started to set in December each year in order to have staff ready for the New Year. The formal budget will still be set in May of each year.  Council’s work over the last two years will be to ensure we have all our policies and procedures up-to-date and that staff has the training and tools to do their jobs and ensure safe operations of our town.”

    6.            Corporate Communications

    The Town of Preeceville recognizes the importance of effective communications in the delivery of our services to the community.  Communication is a two way process and we will maintain and encourage regular dialogue with residents, stakeholders and partners so that information and ideas are exchanged both inside and outside the organization. 

    • Communicate in a consistent, relevant and frequent way with the aim of reaching those most affected in the best way possible. (Report to date: Plan is working.  Ongoing review should be done by F2015 year end. 40% done)

    • Regularly consult with residents, partners, businesses and visitors so they can influence the quality and nature of services available to them. (Report to date: Ongoing review should be done by F2015 year end. 40% done)

    • Ensure that local people can contact us in new ways by making use of the latest technology. We will widen people’s choices of communication, being careful not to take away what many are comfortable with and want. (Report to date: Ongoing review should be done by F2015 year end. 40% done)

    • Monitor the website on a regular basis to ensure the information is in plain English, up to date, relevant and correct.  (Report to date: Monitoring is done weekly and a refit for the website is under review should be done by mid F2016. 20% done)  

    • Communication Strategy Guidelines will be used in the design and development of all Town publications.  (Report to date: Current strategy is 6 years old and is under review should be done by mid F2016. 50% done)

    • Supporting and marketing our key tourist attractions through funding as well as promotion and marketing partnerships. (Report to date: On track with a review being done by F2015 year end. 90% done)

    • Marketing of the community and its assets through highway billboards. (Report to date: On track with a review being done by F2015 year end. 90% done)

    5.            Community Economic Development

    Efforts will be undertaken to promote the Town and the area. In addition to retaining existing businesses, an emphasis will be placed on attracting the right type of commercial or industrial business to help support our tax base. These endeavors will support the mission of the Preeceville Community Development Corporation, which is to create an environment where people want to live and are encouraged and afforded the opportunity to prosper and grow.

    Assiniboine Industrial Park Area Action: (Report to date: All improvements stopped until lots are needed. 15% done)  

    • Extend water and sewer lines.

    • Actively promote the Industrial area.

    • Encourage & support expansion of existing businesses in industrial park.  Promote Commercial Property & Opportunities Action:

    • Use Town of Preeceville website to advertise and promote vacant industrial and commercial land and vacant industrial buildings when appropriate.

    • Facilitate the development of potential commercial property through the purchase and resale of property where merited.

    • Participate in Provincial attraction initiatives.

    4.            Organizational Excellence

    Leadership should continuously improve the delivery of effective and efficient service to our citizens. We will encourage staff and volunteers with the Town’s vision; and foster the ability to work with and for the good of the overall community. Staff and volunteers must have the tools needed to do the job.

    Provide Responsible Leadership:

    • Provide responsible leadership and government for the community. (Report to date: Both Council and staff attend meetings and courses throughout the year each designed to improve skills needed. 75% done )

    • Maintain tax rates including property and other taxes and user fees, which are competitive with other communities in the North East Saskatchewan Region. (Report to date: Sharing of information and networking with other communities is ongoing. We even share some equipment costs through a joint association membership. )   

    • Maximize public resources through competition, privatization and optimization.  (Report to date: Some work has been review, none that can be reported.)

    • Strengthen work-life environment where employees are motivated, productive and fairly compensated in order to retain and attract qualified personnel. (Report to date: A wage review has been done and put in place, training is a large part of employee reviews each year. Work Safe programs are in place. 80% done)

    • Use information technology to enhance information gathering and analysis in order to improve processes and service delivery. (Report to date: Review is ongoing)

    • Serve a growing population while maintaining administrative costs at current or near current levels. (Report to date: Much work has been done around our staffing needs for today and the years ahead. The plan put in place in 2013 has been met with trained employees that meet the needs of our town mandate. 75% done )

    The Town of Preeceville will plan and provide for the continued development and maintenance of quality infrastructure and facilities in accordance with the needs of the community.

    3.            Infrastructure Management

    The Town has a substantial investment in existing assets, such as buildings, parks, roads, underground infrastructure, and equipment.  These assets meet the current needs; however, the Town must plan and develop facilities and infrastructure for a growing, thriving community.  The economic life of the Town’s assets will be enhanced through proper ongoing maintenance. The Town is a responsible steward of the community’s natural resources.

    Provide Appropriate Facilities Action:

    • Plan and provide for the continued development and maintenance of quality facilities in accordance with the needs of the community. (Report to date: Review is ongoing with needs added into our 5 year Capital plan)

    • Proceed with revitalizing the Recreation Centre and Legion Hall, recognized as the hub of activities in the community, through renovations and upgrading. (Report to date: Both the Rec Centre and the Legion have/or being renovated and both are well used. 75% done)

    • Upgrading safety glass in the Public Viewing area of the skating arena.  (Report to date: 100% done)

    • Start off a three year paving program. Seventh Street NE, Third Ave NE (Report to date: Capital funding started)

    • Extension of 1st Ave South East to provide for more available lots in the industrial area. (Report to date: As needed)

    • Continuation of the replacement and new installation of sidewalks. Crosswalk at 1st Ave NE (Report to date: All old system has been replaced and new installation underway from downtown up to the North end of town started)

    •             Residential water meter replacement program (convert existing to remote read). (Report to date: Meter reading gun bought along with 50 meter which are replacing worn out homes. 7% done)

    • Optimize street lighting through upgrades to meet recommended levels. (Report to date: No formal review done)

    • Sewer main relining, replacement program. ( Report to date: Study ongoing, Capital funding to start)

    •Fire hydrant assessment, replacement program. (Report to date: Assessment ongoing with planned replace of three pre year. 5 done, one remains. Capital funding started. )

    ”Preeceville has seen a strong housing sale over the past number of years with new homes starts higher than the past 25 years.  Plans for new residential and commercial lots are ongoing and will be brought on line as needed.  With up to 40 residential lots needed over the next ten years we are currently doing a number of utility studies to meet our current capacity and future needs as well.  We are hoping for matching Provincial and Federal dollars under the Building Canada Program for a Water Utility Project of $1.5 million with a full review on our waste water system which may run up to an additional $3 million to update over the next ten years.  Our Community Plan will continue to look into the future for all our services for the town. Half way through our 4 year mandate we on track with most projects in our five-year capital plan which we have started to set in December each year in order for staff ready for the New Year. The formal budget will still be set in May of each year.  Council’s work over the last two years will be to ensure we have all our policies and procedures up-to-date and that staff has the training and tools to do their jobs and ensure safe operations of our town.”

    2.            Services to People

    The Town of Preeceville is committed to providing exceptional customer service to its citizens and businesses. Services will be delivered in the most effective and cost-effective means possible. A safe, clean, well-maintained community with reasonable access to social and physical opportunities will enhance the quality of life and a healthy lifestyle for its citizens. Volunteers and community organizations are an important component of the Town, and volunteerism will be encouraged and recognized.

    Provide Appropriate Services Action:

    • Provide quality, relevant and cost-effective services for the community. Maintain a Safe, Secure Community. (Report to date: A number of plans have been written: Healthy Preeceville, Safe Preeceville and Preeceville’s code of conduct.    Planning and reviews are ongoing into all our services. 43% done)

    •             Work towards higher protective service safety levels by increasing staffing to meet growing demands, enhance community perception of safety, and encourage community involvement in safety initiatives. (Report to Date: Water Safety is number one with the town having two more staff earning their water ticket. Preeceville now has 5 staff with tickets ensuring safe water. All other training is ongoing. A Safety statement has been written and is followed. 80% done)

     Promote Community Involvement.

    •             Promote and recognize involvement of community groups and associations.  (Report to date:  No data)

    •             Enable easier customer transactions to improve delivery and access to Town information and services and provide availability of a number of different payment options to residents in order to maximize convenience to ratepayers of the Town of Preeceville.  (Report to date: Water meter replacement is ongoing, Debit is now taken for payment at the town office and tax payers can pay both water and taxes with online banking. 80% done)
