Boil Water Advisory March 2014

"The Town of Preeceville will produce safe, reliable potable water in compliance with Sask Water guidelines and regulations, and is provided to residents, businesses and the public service sector (schools, churches etc.). State of the art technology monitors quality and certified personnel ensure top quality water is delivered at all times. Utilities are responsible for the efficient operation, maintenance and repair of the water supply, water treatment and water distribution systems"

"Boil water advisories and boil water orders are public announcements advising the public that they should boil their tap water for drinking and for other uses noted below. They are preventative measures issued to protect public health from waterborne infectious agents that could be or are known to be present in drinking water. Boil water advisories are issued by either the local public health unit or other responsible authority, or by the water utility. this Precautionary Drinking Water Advisory is issued due to a depressurization



of the water distribution system caused by a pump failure, and therefore the safety of
the drinking water supply cannot be ensured at all times. Therefore, pursuant to
clause 32(1)(b) of

The Environmental Management and Protection Act, 2002,



consumers must be notified to:
(a) Boil all water, used for drinking purposes, for at least one (1) minute, at a
rolling boil, prior to use;
(b) Boil water to be used for other activities where it may be ingested,
including;
(i.) brushing teeth or soaking false teeth
(ii.) dishwashing, unless sanitized in another fashion;
(iii.) washing fruits and vegetables
(iv.) food or drink which will not be subsequently heated; and
(v.) Ice cubes.

(c) Not drink from any public drinking fountains supplied with water from the
public supply;

(d) Under most circumstances, not need to boil water used for other
household purposes. People may use the water for washing and bathing,
but should avoid swallowing the water.
 
(e) Ensure that younger children and infants are sponge bathed;
 
(f) Use an alternative water source known to be safe, if they do not wish to
boil the water; and
 
(g) Consult with your physician if you have cuts or rashes that are severe
before using the water.

Tax Gap 2014

Background:
At one time our town council did agree to lower the tax gap to a level that would rank us with the best in Saskatchewan. Remove 1 point per year or every other year was the plan. My view is this is not aggressive enough to place Preeceville into that “win” side for small business.  I believe removing the gap is the best strategy to build our community. As more business locate into Preeceville because of our investment to be more than competitive we will be able to maintain and build our infrastructure and most important not shift the tax onto the residential side. The Town of Preeceville is in a very good position to capitalize both the need for planned growth and a tax break for everyone. More paying into our tax needs = less funds per tax payer.

Strategy:
- No tax shifts to the residential tax payer.

- No tax gap (one time hit to our budget in 2014)
- Investment into expansion and retention instead of new Business tax breaks

- Main Street Program
- Industrial lots promote and sale of. Investment of 1.3M

- Residential Lots promote and sale of. 40 over next ten years. Investment of 750K
- True five and ten year plan

- Change our culture as a town to believe in business and the need for investment.
- Understand what we are not doing. Review and include in any and all strategy planning.

Outcomes:
Balance the needs of families that live here and the businesses servicing them.

Town of Preeceville Water Table Briefing Note

 

PURPOSE:

Preeceville has a high amount of groundwater and storm water entering our sewer system. Many homes have water that is dumped into the sewer system through improper connections, such as downspouts and groundwater sump pumps. The second main problem is groundwater that enters the sewer system through leaks in the sewer pipe itself. So the town has a problem and the homeowners have a problem.

 
CURRENT SITUATION: (BACKGROUND)

Systems: (2) Our storm sewers look after water on the surface of the ground. Rain and/or snow runoff along with our ground water should flow into this system and not into the waste water system. All of the storm water that gets into the sewer system is treated like sanitary water which cost all of us money. Often in wet years this water will cause sewer backups and treatment problems.

 Our main system is the sewer and is designed to transport wastewater inside our house and business.  Improper sewer connections are downspouts, sump pumps, foundation drains or any other ground/rain water problems. Our regulations require this water to be diverted to storm sewers or one of our drainage ditches.  Our sewer lines  will handle domestic wastewater flow from up to 150 homes but add in sump pumps and downspouts in only a few of these homes and we will have an overload problem.

 
 NEXT STEPS:

Considerations by homeowners:

·         Installation of a check valve in the basement sewer line

·          Removing improper connections to the sewer system

·         Install season drainage line to the street

 

Considerations by town:

·         Commissioned an Engineered Storm water  Plan

·         Review  permission from Department of Environment to divert storm water from  low areas during yearly runoff and rain fall

·         Identify and reduce storm water infiltration into sanitary system from all sources

·         Enforcement of sanitary/storm water separation regulations in new homes


Emergencies:

 Additional pumping equipment in case of emergencies is on hand and our Fire Department and works department will assist as needed
