Mayor Garth Harris Presentation:
The Town of Preeceville has been
working towards upgrades for the Wastewater Treatment Facility (Lagoon) for
close to 10 years now, with preliminary designs, investigations and grant
funding applications. Last fall we were notified that the Town was approved for
funding for the Lagoon Project through the New Building Canada Fund. Through
this program the Federal Government, the Provincial Government and the Town of
Preeceville will each fund one third of the cost of this project. The total
estimated eligible expenditures for this project are $5,194,500.00. The Federal
Government will contribute $1,731,327.00, the Provincial Government will
contribute $1,731,327.00 and the Town will contribute $1,731,846.00.
Over the past many years, the Town
of Preeceville has gradually implemented minimal Water and Sewer rate increases
to ensure enough revenue is being generated to cover increasing operational
costs and to set funds aside for future infrastructure upgrades. The Town currently
has $634,681.00 in reserves set aside to put toward our portion of the project
costs and the remaining portion of just over $1 million will be funded through
a long-term loan.
The Town intends to maintain and
monitor our Water and Sewer rate increase schedule to ensure funding is available
for future infrastructure projects. In the current rate increase schedule, the
average residential user sees a yearly increase of $36.00 to their yearly total
of water and sewer costs.
The Town is committed to
sustaining our aging infrastructure. In addition to the Lagoon Project we are
also working towards upgrading our Water Treatment Plant. The Town has also
conducted studies, pilot projects and many grant funding applications to
upgrade our water treatment process. The Water Treatment Plant will be the next
large upgrade project we undergo for the utility system.
The new wastewater infrastructure
will increase treatment capacity for future growth, improve the quality of the
treated wastewater and will meet all Water Security Agency Regulations and
Requirements. Town Council is very pleased to have been approved for funding
for the Wastewater project and the Town would like to thank the Federal and
Provincial Governments for contributing to our project. The Town would also
like to take this opportunity to thank Colliers Project Leaders for assisting
the Town in managing this large-scale project and the Town would like to thank
the Engineers from MPE Engineering for their extensive work done on designing
the best system for our community. The Town looks forward to seeing the
construction starting.

This week we focus on: Preeceville wastewater treatment facility upgrades
Preeceville wastewater treatment facility upgrades to protect Assiniboine River and support local development
"Preeceville, Saskatchewan, January 9, 2019 – Investing in modern reliable wastewater services is essential to safeguarding the environment, building healthy sustainable communities and supporting future growth.
Today, the Honourable Ralph Goodale, Minister of Public Safety and Emergency Preparedness, on behalf of the Honourable François-Philippe Champagne, Minister of Infrastructure and Communities, the Honourable Warren Kaeding, Minister of Government Relations, and His Worship Garth Harris, Mayor of Preeceville, announced more than $5.1 million in joint funding to improve Preeceville’s wastewater treatment facility.
The project involves upgrading the community’s existing wastewater storage cells and increasing their capacity, along with improving the system’s overall treatment process. The force main pipe that delivers wastewater to the treatment facility will also be upgraded.
Once complete, the project will improve the quality of wastewater entering the Assiniboine River and support local development.
