Mayor Garth Harris Two Year Town Review “Planned Growth”

”Preeceville has seen a strong housing sales over the past number of years with new homes starts higher than the past 25 years.  Plans for new residential and commercial lots are ongoing and will be brought on line as needed.  With up to 40 residential lots needed over the next ten years we are currently doing a number of utility studies to meet our current capacity and future needs as well.  We are hoping for matching Provincial and Federal dollars under the Building Canada Program for a Water Utility Project of $1.5 million with a full review on our waste water system which may run up to an additional $3 million to update over the next ten years.  Our Community Plan will continue to look into the future for all our services for the town. Half way through our 4 year mandate we on track with most projects in our five-year capital plan which we have started to set in December each year in order for staff ready for the New Year. The formal budget will still be set in May of each year.  Council’s work over the last two years will be to ensure we have all our policies and procedures up-to-date and that staff has the training and tools to do their jobs and ensure safe operations of our town.”

1.            Planned Growth

This Strategic Intention considers that the quality of life and a healthy lifestyle for its citizens will be enhanced through orderly and planned growth. While environmental issues are not presently a problem, steps need to be taken to stay abreast of emerging concerns. New development should be environmentally responsible and a balance should be maintained between environmental and operational issues. 

Effectively Plan for Development Action:

• Effectively plan for development that recognizes the current need and anticipates the long-term needs of the community. (Report to date: Council has a number of studies done, the water treatment facilities pilot plant study was reviewed in January, planning with detailed design work for block 48 and 49 lot development is started, a study to prepare an asset inventory for the town has started and we are conducting a development levy review for the town. 40% done)

• Facilitate the development of highway commercial property along the east end of the community. (Repot to Date: Planning has been done and any development will be balances with lot need. 35% done)

• Provide leadership on environmental matters facing the Town through comprehensive planning and effective policies and programs. (Report to date: we will be working closely with the Parkland Regional Waste Authority and the Sask Water Authority. 90% done)

• Explore opportunities for energy efficiencies such as energy efficient lighting and geothermal heating in existing and proposed new or renovated buildings. Reuse actual savings from these efficiencies to fund other opportunities.  (Report to date: a number of ongoing projects are underway with the Legion hall, the Skating Arena, Admin building, Water treatment buildings and town shops. 75% done)
